QHSE经理

岗位职责Job Duty：

1.建立和推进全司健康安全环保管理体系，完善管理流程，并指导各部门严格执行国家有关健康安全环保的方针、政策、法令及上级有关安全的指示、文件、规定；
To build and implement management system of health, safety and environment protection in company, and ensure the related state policies, laws and regulations of health, safety and environment protection being executed by each department.
2.四标一体运行管理，协助总经理组织和建立四大体系；
To take charge of three-standard integration management, and to assistant general manager to organize and build 3 systems.
3.拟定企业年度质量、环境、健康与安全目标方针计划，实施有效的手段，严格控制事故发生率、严重率水平；
To draw up yearly targets of health, safety and environment protection, and to control accident occurrence rate and severity rate by effective measures.
4.推进现场健康安全环保监督管理，定期组织隐患排查，跟踪缺陷处理情况，提高人员、机组设备健康安全水平
To Strengthen the supervision of health, safety and environment protection, and to identify potential risks, and track defects removing status, to enhance health condition of staff and safety condition of equipments.
5.建立全司事故应急预案，指导各部门开展好事故演习工作；
To set up accident emergency plan for the whole company, to guide all departments to carry out anti-accident exercises.
6.组织公司各部门开展HSE审计、自评、风险识别等工作，时时汇报公司的HSE水平，落实相关的行动计划；
To lead all departments to carry out HSE audition, self- self-assessment and risk identification, and to execute related plans according to HSE situation.
7.定期组织全司健康安全环保专题教育培训工作，不断提高健康环保安全防护技能水平及防护意识；
To organize training of health, safety and environment protection periodically, and to continuously increase protection awareness and skills.
8.组织全司事故、工伤调查分析，查明事故原因，及时采取防范措施；
To organize accident and occupational injury incident investigation and analysis and to take precaution measures timely.
9.负责设备大修、改造工程项目、技术革新项目及扩建项目的HSE审查、承包人HSE职责审查及现场实施健康安全监督管理工作；To take charge of HSE audit, contractor audit and site audit for major overhaul, and technical modification project, technology revolution project.
10.建立员工健康管理体系，预防职业病；
11.与健康、安全和环保的相关部门保持良好的沟通，为公司争取相关支持，并确保公司的HES工作符合国家的各项要求；To keep good communication with government health, safety, environmen

岗位要求：
1. 5年以上外企健康安全管理工作经验
Health and safety management experience in power plan or foreign manufacturing plant for 5 years and above.
2. 大学本科以上学历，安全工程等专业，具有注册安全工程师职业资格证(优先)
University degree and above, majored in safety or others, obtained registered safety engineer vocational qualifications（Prefer）
3.熟悉了解热电企业的生产流程和工艺；
Be familiar with production procedure and engineering of thermal power plant
4.熟悉健康安全环保法规、条例，并能熟练运用；Be familiar with rules and regulations of health and safety, and to apply them skillfully.
5.具有较强的安全工程师理论知识。Be very familiar with safety engineer theory knowledge.
6.良好的计算机操作技能Be good at computer opretion.
